Thad Allen could phase out as National Incident Commander in late September

National Incident Commander Thad Allen could phase out of his role as the top federal official responsible for the BP oil spill between late September and early October.

Allen said certain conditions will have to be met before he leaves. One of those conditions is having a claims facility in place. Allen spoke at a press briefing in Mobile, Ala. Wednesday afternoon.
